Syllabus reference: BHA105, Semester 1, Unit 2 (Front Office). B.Sc. HHA / NCHMCT notes.

In short: Hotel star classification in India is a voluntary Ministry of Tourism assessment of operational hotels. HRACC examines facilities and service against category requirements. For exams, distinguish official stars from review scores, explain the application and inspection sequence, and qualify numerical standards by the government guideline version you are using.

When a guest in Jaipur or Chennai spots a plaque at the reception desk that says "five-star", what exactly does it promise? For B.Sc. HHA students, hotel star classification in India is a core BHA105 Unit 2 topic: who awards the rating, which categories exist, and what a hotel must provide to earn each one. This note builds the answer from the Ministry of Tourism's own guidelines, so you can write it with confidence in the exam hall and use it later at the front desk.

The unit text in the official NCHMCT syllabus PDF lists "Star classification, HRACC guidelines" under Classification of Hotels. Read this article alongside your class notes on classification based on star.

What is star classification of hotels in India?

Star classification is a grading system run by the Ministry of Tourism, Government of India. It is a voluntary scheme: a hotel can operate legally without a star rating, but it can display an official category only after the Ministry approves it. The idea is simple. A traveller who has never visited a property should be able to read "3-star" or "5-star" and know the broad level of rooms, public areas, food and beverage outlets and staff training on offer.

Under the scheme, a hotel applies online through the Ministry's hotel portal, is inspected, and, if found fit, receives a classification letter. The rating is not permanent. According to the guidelines, classification is valid for five years from the date of approval, and a hotel that wants to continue must apply for re-classification and complete deficiency-free documentation at least six months before expiry.

Star categories recognised for operational hotels

The Ministry's guidelines list the following categories for operational hotels. Memorise this list; examiners like it as a 2-mark or 5-mark question.

  • 5-Star Deluxe
  • 5-Star (with or without alcohol service)
  • 4-Star (with or without alcohol service)
  • 3-Star
  • 2-Star
  • 1-Star

Heritage properties such as old havelis, forts and palaces follow separate Ministry guidelines for heritage hotels, so do not mix them into the star list unless your teacher asks for it. Hotels that sell rooms on a time-share basis are not eligible for classification under this scheme, which is a neat point to add to a 10-mark answer.

HRACC: the committee behind the stars

HRACC stands for Hotel and Restaurant Approval and Classification Committee. It inspects hotels and recommends the category. Its composition depends on the star level, as the table shows.

The chairperson and any three members form the quorum. If a hotel disagrees with the decision, it may appeal to the Secretary (Tourism) within 30 days of receiving the communication.

How the classification process works

  1. Apply online with the application form, licences, clearances and the filled-in checklist of facilities.
  2. Inspection: a committee visits the hotel. It can inspect without prior notice and may ask to stay overnight to judge service. Once a hotel has applied, it must stay inspection-ready; deferment requests are not entertained.
  3. Two-stage evaluation: first the presence of facilities is checked against the official checklist, then the quality of those facilities and services is judged.
  4. Rectification: any deficiency must be corrected within the time allotted, which cannot exceed three months.
  5. Decision: the committee may award a category lower than the one applied for, but never higher.

Write these five steps in order whenever a question on hotel star classification in India asks for the procedure.

The hotel must also show that it conserves energy and water, segregates garbage and follows other eco-friendly measures, and it must follow the Ministry's Code of Conduct for Safe and Honourable Tourism.

Hotel star classification India: minimum room standards

Source-version note: The figures below come from the linked Ministry guideline document, checked on 6 November 2026. They are a study aid, not a claim that a 2026 consultation draft has become operative. Confirm the current applicable checklist before an actual classification application.

The checklist marks each facility as Necessary (N) or Desirable (D) for every star level. The balance between the two is what separates one category from the next. A few room-related figures from the Ministry's checklist are worth learning for short-answer questions.

Standard 1-Star 2-Star 3-Star 4-Star 5-Star / Deluxe
Minimum bedroom size, excluding bathroom (sq ft)120120130140200
Air-conditioned rooms25%25%50%100%100%
Minimum bathroom size (sq ft)3030363645
In-room safeDesirableDesirableDesirableNecessaryNecessary

Read the table with its qualifications: the cited checklist permits single-occupancy bedrooms to be 20 sq ft smaller, relates air-conditioning or heating to climate and architecture, and allows a conditional bathroom-size relaxation for hotels built before 1 January 2012. Do not apply the table without the full source notes.

Other basics apply to every category: a minimum of 10 lettable rooms with outside windows or ventilation, attached bathrooms, a clean change of bed and bath linen between check-ins, and drinking water for each guest. In 1-star and 2-star hotels the linen change may be on alternate days during a stay. Three-star hotels need a mini fridge, and four-star and above need a mini bar where local law allows.

Food and beverage, public areas and staff by star level

Star level also changes the dining offer. The guidelines expect the following:

  • 1-Star and 2-Star: at least one dining room serving all meals.
  • 3-Star: a multi-cuisine restaurant cum coffee shop open from 7.00 am to 11.00 pm, and 24-hour room service.
  • 4-Star: the same, plus a specialty restaurant in Grade A cities.
  • 5-Star and 5-Star Deluxe: in Grade A cities, a 24-hour multi-cuisine restaurant cum coffee shop, a specialty restaurant and 24-hour room service. Elsewhere, the 24-hour restaurant and room service are needed, with a specialty restaurant desirable.

The Ministry names Delhi (including Gurgaon, Faridabad, Ghaziabad, Noida and Greater Noida), Mumbai, Kolkata, Chennai, Bangalore, Pune, Hyderabad and Secunderabad as Grade A cities and reserves the right to revise the list. Public-area heating and cooling is a requirement from 4-star upwards, and the reception must be manned for a minimum of 16 hours with 24-hour call service.

Rooms for differently abled guests: a rule for every star

One standard does not change with the star level: every category must have at least one room for differently abled guests. The checklist describes low-height furniture and a low peep hole, sliding wardrobe doors, audible and visible alarms, and a doorbell linked to a blinking light. Doors to the room and bathroom must be at least 90 cm wide, and the bathroom needs fixtures such as a low wash basin, grab bars and a wall-mounted shower seat. Ramps with anti-slip floors and a public restroom for differently abled guests are also expected. You will study this in detail in the Unit 2 topic on accessible rooms.

Star classification versus other ways to classify hotels

Star rating measures facilities and service quality. The syllabus also asks you to classify hotels by size, target market, ownership and affiliation, and by full-service or limited-service model. A 3-star business hotel can be a chain-affiliated, mid-sized, limited-service property all at once, so remember that these systems overlap rather than compete.

Why star classification matters at the front desk

As a receptionist or duty manager, you will meet guests who compare your property with the star category on its brochure. Knowing what the rating promises helps you set expectations honestly, explain why a 3-star hotel keeps a safe at reception, and handle questions from corporate travel desks and tour operators. For interview practice, explain the framework in two minutes and distinguish government classification from a guest-review score.

Please note that the Ministry has been consulting stakeholders on revised star classification guidelines during 2026, as industry circulars from FHRAI have reported. The figures above come from the Ministry's published guidelines document, so always confirm the current checklist before quoting numbers in a job interview or a project report.

For a Gulf comparison, hotels in Dubai or Doha follow their own tourism-authority requirements, not the Indian HRACC checklist. The transferable skill is to verify the actual authority and category before describing hotel standards.

Exam tips for hotel star classification in India and HRACC

  • Likely 5-mark questions: define star classification; list the categories awarded by the Ministry of Tourism; write a short note on HRACC; state the validity of classification.
  • Likely 10-mark questions: explain the classification procedure and the composition of HRACC; compare 3-star, 4-star and 5-star hotels on room size, air-conditioning and F&B outlets.
  • Keywords to write: voluntary scheme, Ministry of Tourism, HRACC, Necessary and Desirable, inspection, valid for five years, re-classification, Grade A cities, differently abled room.
  • Diagram or table to draw: a comparison table of 1-star to 5-star deluxe with at least three parameters. Use ruled columns and label each one.

Always give the official name, "Hotel and Restaurant Approval and Classification Committee", before using the abbreviation. Learn the table figures as pairs, such as "140 sq ft and 100% A/C for 4-star", and revise them the night before the paper.

FAQ

Is star classification compulsory for hotels in India?

No. The Ministry of Tourism runs it as a voluntary scheme. Hotels apply if they want an official category, and unclassified hotels can still operate with the licences required by law.

What does HRACC stand for?

HRACC stands for Hotel and Restaurant Approval and Classification Committee. It inspects hotels that apply and recommends the star category, with the Ministry of Tourism giving final approval.

How long does a star classification remain valid?

Under the Ministry's guidelines, classification is valid for five years. Re-classification documentation must be complete and free of deficiencies at least six months before expiry under the cited rules. Otherwise the application is treated as fresh.

Which star categories exist in India?

For operational hotels the categories are 1-star, 2-star, 3-star, 4-star (with or without alcohol), 5-star (with or without alcohol) and 5-star Deluxe. Heritage hotels have separate guidelines.

Can the committee give a hotel a higher star than it applied for?

No. The committee may assign a category lower than the one applied for, but not higher. A hotel that wants a different category must apply afresh.

Where can I read the Ministry's guidelines and the unit text?

Read the Ministry of Tourism's guidelines for star classification of operational hotels and match the unit wording with the NCHMCT syllabus. Use the full source notes when reproducing numerical requirements.
